With reference to my telegram of

the 23rd. ultimo, I have the honour to transmit for the

signification of His Majesty's pleasure the accompanying

Ordinance, entitled "An Ordinance to provide for the

collection of duties upon Intoxicating Liquors” (No. 27 of

Enclosure 1

This Ordinance originated in a

proposal to raise the additional revenue,

required in order

to balance the budget of the Colony for next year, by

passing a resolution of the Legislative Council to the

effect that the Second Schedule to the Liquor Licences

Ordinance, 1898, should be repealed and a new Schedule

substituted therefor increasing the fees payable on

Liquor Licences. I enclose a copy of the Hansard Report of

the debate which took place on the 13th. of last August in
